SIEP Prize

Congratulations to Umutcan Salman, Research Fellow at the Department of Economics and Management "Marco Fanno" of the University of Padua, for winning the SIEP Prize (Società italiana di economia pubblica - Italian Society of Public Economics) in the 2024 edition with his paper "The Object Allocation Problem with Maximum and Minimum Number of Changes."


"In my paper, I focus on finding optimal ways to reassign resource, such as teachers to schools or social housing to tenants, without using a price-setting system. The goal is to improve as many people’s situations as possible while meeting some desirable properties. I develop a method that maximizes the number of people who enhance their initial situations, while still meeting optimality conditions. I explore its use in cases like teacher reassignments and housing relocations. Additionally, I address more complex situations where finding an optimal solution is harder and propose ways to tackle them with advanced techniques like Integer Linear Programming. This research has practical implications for improving policies in education, social housing, and other public sectors".
